And he is still out there. He probably even watched the film. that's why they look into the camera at the end, they dont look at the audience, but at the killer who is still free and watching this film

They hate it despite the fact that its one of the least corrupt police forces in the world. Ironic that they hate it and even more ironic that its relatively clean despite pretty much every other aspect of the country is rotten to the core

Alot of factors. First of all Koreans are cranky by nature. A big reason is the martial law period in the 70s when a dictator-president forcibly changed alot of things in the name of progress (not without a few good results) and a lot of people got hurt. There are unsolved cases like the Hwasong murders the movie is based on, things which couldve been solved if the police were smarter. Every once in a while there are riots over petty things where the police are forced to come and intervene, usually with aggression. Lots of nonsense.
