This FBI office, which already has allegations against it for anti-Hillary sentiment, went forward with an investigation anyway and only announced it publicly now, days before the election.
Point Two: Breitbart is funding and working close with the Trump campaign.
Point Three: On Fox News, Rudy Guiliani announced two days before the FBI's announcement that there was "something big coming" and laughed like a schoolboy with glee. How could he have known?

I listen to NPR, CNN, and read lots of liberal news, as well as lots of Trump media and a lot of conservative media. Thus, I have been trained to spot concocted narratives.
The "FBI is a conservative paradise" meme is indeed a concocted narrative. The truth is that the FBI is split, and some feel like the investigation is worth pursuing more than their superiors. This is common in every investigation. However, the leadership in this case wants a few things - to preserve the integrity of the FBI during an election, and possibly also to make sure that Clinton gets elected - while the subordinates maybe want something else - glory for the FBI in taking down a presidential nominee, and possibly also to make sure Trump gets elected.
The truth is that Clinton clearly did something illegal that anybody else would have at least had to go to trial over. If you doubt this, I invite you to send classified information over a private server, and see what happens to you.
Now the FBI is stuck between a rock and hard place. Any move, even a single terse letter, can be seen as trying to influence the election. And with polls to tight and the country so divided, they are not sure which zeitgeist they should pander to. They will lose their integrity in the eyes of 50% of the nation either way.
They are likely trying to make sure that if they do bring a case or recommend charges, that it is absolutely 100% bulletproof. And that means time.
