Everything was filled with random effects, fisheye lenses, trippy colors, the camera moved literally always, scenes that had nothing to do with the music/lyrics, weirdness for the sake of weirdness, multiple shots of band members just doing random shit and nobody tried doing any try-hard storytelling shit with the video.

Because it was the first time since the creation of the medium that the creators were mostly turned off by the corporate aspect of everything. This coupled with the throwback to visual experimentation of the 60's and 70's allowed not only a new but an interesting product to come about.
Something to remember about the 90's is that a lot of the interesting groups that became popular were around for a long fucking time before they became popular, they built up an underground following that kept them in money and allowed them to retain at least a modicum of creative influence. Also, artist run labels were a thing at this time with people like Ian MacKaye running Dischord and Greg Ginn and SST provided artists a place to release the music they wanted to release. I mean shit, Ipecac Records was formed so Mike Patton could put out his records that got turned down by other labels.
