The right of the people to keep and bear arms SHALL NOT BE INFRINGED, and it is the duty of the people to become proficient and disciplined with those arms in order to ensure the security of a free state.

Regulated means in proper working order as per the usage of the time. It does not mean regulated in the modern sense of regulation. It reads more like, "A well regulated engine, runs best." Where regulated would be interchangeable with "tuned". It means in proper working order.
