Just a faked tic. He always does it when the character is supposed to be nervous, which honestly really gives it some depth for such a small detail

its a away to give the character a bit of personality, a bit of texture, some kind of quick remembrance to the audience, in a easy way for the actor to display it. and so...he blinks.
