It's the former. While the news of the reshoots only came out fairly recently, I'm fairly positive the reshoots themselves occurred months ago. No studio is so incompetent to have reshoots done 2 months from release, after pushing up the date 2 weeks.
REMINDER : They killed the girlfriend that Deadpool spent the entire first movie trying to save in the first few minutes in "Deapool 2" just so they could introduce the black female as a potential love interest
