Question. The email appears to be dated January of 2015 . However she didn't announce here canidacy until April. Wouldn't it be a loophole in that she was not a candidate when this coordination/email took place?

I think so absolutely. You could certainly bring enough evidence to show that despite not having formally declared until April her campaign works was well in motion by the date on the e-mail, Mook was for all intents and purposes working as campaign manager (also proveable by e-mail)
As such it becomes an obvious FEC violation but i think large scale public corruption / voter disenfranchisement is not an unreasonable recourse for a major class action lawyer (thinking Larry klayman)
