Exactly this. Beyond that I'd say it's a 65-75% action adventure flick.
It's just a well made superhero movie. Aggressive action sequences and decent storytelling. It was also marketed very intelligently, in a way that brought black audiences on board without alienating anyone else, so it's basically a cinematic swiss army knife, where there's something for everyone.

Obviously. Black Panther was just an average mediocre marvel movie, which while nothing to brag about, means it's at least a competent relatively enjoyable movie.
Compared to Justice League which was a complete mess fucked up so badly by snyder they had to fire him and get joss whedon to attempt to fix it, with little success. WhyDC let snyder continue to handle their series after the abomination that man of steel was, is a mystery that i doubt will ever be solved.

I live in France. Several of my black friends went to see it 2, even 3 times. One girl even went to see it in traditional african dress, and that's not the girl you would expect to be into this racial stuff at all, so imagine the ones who are.
