Doubt it, the powers that be in the EU are incredibly idealistic and blind to common sense. They were warned frequently against the dangers the euro could bring, yet they plowed on ahead anyway. It seems to be a common theme with a lot of their 'projects'. It could be argued that freedom of movement has been an abject failure too.
