It's a prequel so it can't by default since there are no real stakes. Still has some great characters and acting though.

it's hard to judge as BCS isn't completed yet, but so far no it is not better. I like it though, it's solid.
It's production values are on par with BB and that is a pretty high bar, the cast is not as good as BB albeit being fairly good. Pace is much slower than BB and it has been the major complaint about it so far.
IMO whenever Jimmy will fully embrace the dark side is when BCS will have the potential to really compete with BB. We're not quite there yet although it looks like we're getting close to the turning point for his character's arc. I'm waiting for S4 hoping that he finally 100% turns into Saul.

Better Cuck Chuck is pretty damn good and an excellent follow-up but no, it isn't better than Breaking Bad. It is occasionally as good though.

I should have specified these shows were in the Television Revival period which started with The Sopranos.

I think a case could be made that BCS=Fraiser or Daria to Breaking Bad's Cheers or Beavis and Butthead.

IE it's better than the show that originated it, in so far as it's a far more intellectual spin-off that deals with the characters and their inner lives, rather than superficial "cool shit" that the show it spun out from did.
