ISIS is distracted by Mosul and potential Al-Bab right now. SDF just trying to grab this opportunity and secure some territory aroud Raqqa, not to mention that by threatening their capital they prevent ISIS from commiting more fully to other fronts.
If Iraqis bleed enough in Mosul, they might stop at their border, fearing further losses, this is why it is so important to not allow ISIS to strike Iraq military with full force.
Full-blown siege or assault of Raqqa by SDF is highly unlikely at the moment.

ISIS fronts dont work that way.

ISIS fronts are basically autonomous in the way they get to function. They get to decide individually when to stage an attack, how to do it, when to do it. All they have in common is some general goals of what they want to achieve.

ISIS gives their commanders extreme freedom in terms of what they can do, "general command" has very little power in ISIS. This is why ISIS can be absolutely decimated in one place, but still do fine on other fronts.
