I'm still scratching my head as to why they offed Strucker like they did. I'm realistic, I know most villains need and will get just one movie, but Strucker didn't even get one movie. They could have used him instead of Pierce in Winter Soldier, or used him instead of Ultron for Avengers 2 (though it would have admittedly felt a bit like retreading both Captain America movies).

I mean, it's worth noting that he wasn't originally trying to kill anyone. By the time the main part of the movie takes place he's presumably been doing the walter white thing for a while, though. And it's also worth noting that he was willing to let Peter go with a warning, but he didn't take the offer.
Though, my memory's foggy on the boat and monument scenes, so I can't remember if he was literally antagonizing children there or not.

To be fair, there's like 8 years between when they started fucking around with alien tech and when Peter actually runs into it on the streets. Presumably gang bangers weren't their primary market until that point.
