The US wants ISIS to leave Mosul without fight, so the city won't be destroyed as most of Sunni cities are destroyed/still under ISIS control.
Why?
the iraqi government can't pay for reconstruction, it's a failed state.
So what can happen?
Millions of Sunnis without home, living under shiite/KRG discrimination. -> ISIS gains power.
So the US gave ISIS time tor etreat to Syria and even sent "coded" messages by telling "ISIS is retreating from Mosul towards Syria" (while ISIS was gettint reinforcements from Syria as the french intelligence stated) expecting it to do so.
But Baghdadi answered that there won't be a retreat.(The US expected it a little bit but really wanted ISIS to retreat).
So what do they do now? -> Ask YPG to launch an "offensive on Rakka" to pressure ISIS so it retreats to Syria.
Let's be honest: YPG can't even enter the city, this is psyops. YPG has no popular support inside the city, and the whole city is arabic. an attack on the city would be a military suicide for the ypg (only 30 000 men in whole syria, 15 000 men max in an offensive on Rakka) and a political suicide for the US who wants suuport from Rakkawis.
We all know that ISIS has huge sleeper cells web in whole syria and especialy in northern syria: attacking Rakka would make ISIS storm kobane, tal abyad and ras al ayn from "nowhere" (like kirkuk).
They will attack some villages but won't enter the city
