I just saw Hot Shots yesterday and it was really hit and miss. To much slapstick that didn't go anywhere.

Yet, amazingly, Israel, which isn't a recognized nuclear state has built and tested illegal nuclear weapons and the UN doesn't say a word. It doesn't say a word because the entire organization exists purely for the benefit of Israel. You might hear the UN say some "nasty" things about Israel, you might even hear the UN condemn Israel every once in a while, but as far as actually putting any real preventive measure in place? Unlikely to the point of non-existent.
See it works in the same way, both make a lot of noise, but neither does anything because it would only be detrimental to themselves.
