Yeah, america isn't technically a democracy. In 48 of the states the electoral house can pick whoever they want despite whatever voting goes on amongst the population.
In most cases they dont because they dont want to get lynched, but it has happened a few times.

In some states they don't actually have to vote for who their district picks. Like in Colorado a district voted heavily for Romney but the Obama Foundation paid the elector a lump sum so he voted for Obama anyway.
