V4 saw to them being threatening.
New Beowolves, that were previously like Slimes in Dragon Quest, are now more like Goblins. Not a threat individually but the swarms of them are dangerous.
Anything above Ursa level in V1-3 was considered note-worthy and honestly it was to a degree. Even in V4, where we only see Tyrian kill a Beowolf, anything above that takes the entire team to scratch and bring down.
Not exactly ideal but still shows that it takes four Huntsmen-in-training to take down anything above maybe Ursa Majors.

To be honest, making more powerful and intelligent Grimm that are capable of being a legitimate threat would be all well and good but you'd need to have Salem and her forces be more proactive and in the spot-light.
Right now her generals are skulking around doing not a lot of combat and as a result the Grimm aren't getting real direction.
Getting stronger and smarter Grimm would only be doable in a situation where Salem has a need for proactive Grimm if they aren't gonna have RWBY/RNJR/JNPR/ORNJ or whatever stroll around Remnant.
