Hats are purely cosmetic, you only buy them if you want to wear a fucking hat

Plus there are those trade websites, so even if you get a weapon you don't want, you can trade it away for one you do want.

Just because they are more subtle about it doesn't mean it doesn't exist and is always well executed.
