A spell is a technique used to accomplish a goal with magic.
Star never bothered to learn the Levitato spell, but it was never necessary for her to do so to move objects around with her magic (even with extreme precision, like making a ship in a bottle), she just did it without thinking her way through it. Magic comes naturally to her. Like a musician who plays by ear and never bothered to learn to read notes.
She was very nervous about Baby's examination and started panicking when she couldn't get it right the first time, and with her broken wand being extra sensitive to her emotions, she couldn't get her magic under control.
We see her in the first scene of the very next episode practicing levitation magic, and she does it with ease in Collateral Damage later. She learned.
