Vulture might seem pathetic, because he's a bald Jim Norton looking fucker in a goofy bird suit, but I'd say Scorpion is portrayed as far more pathetic in universe, even if he has a concept some might consider better.

Vulture can only fly, and more importantly, he's OLD. He looks like a fucking relic from the prehistoric era and his gimmick is stealing youth for small periods of time. They really drive home the fact that he's a geezer who craves to be young.

I have no idea why it's hard for cape comics to have a mind control villain who feels like a genuine threat.

It's because they're either overpowered with no reasonable means to beat them or are consigned to jobbing. It's more a symptom of the power in general.

and usually writers have no idea how to beat one, so they give the hero some bullshit reason why it won't work on them like "his mind is so fractured it actually hurts mind readers" or some shit.

Mind control is essentially psychological/sexual horror at its core and is thus difficult to adapt to an action adventure story. It's why Purple Man in Alias was so praised, rather than a punchup the series was a character drama. Purple Man's main issue, outside a rather easily defendable version of mind control, is that he's primarily hedonistic and reactive, as opposed to someone like Dr. Psycho who is malicious and sadistic.

It may also be that you're looking for something specific out of a mind control villain that simply wasn't a part of the authorial intent. Alias is about the fallout of the mind control, not the mind control itself.

Vulture was only threatening in th 90s cartoon where he could control time and age people.

Vulture may not have a lot of powers, but he is devious and cruel and managed to set up his own gang of actual gangsters. His quest for youth has definite vampiric qualities to it.
