It's Mystique. She's sick of the makeup and the last movie wasn't as well received. Fassbender needs a good franchise, McAvoy likes his character (altough he doesnt like being bald) and Hoult doesn't have much else going on and wouldn't be an impact.
J Law Mystique is not popular. J Law herself has lost a ton of clout. It will be her because she clearly doesn't care about the role and Dark Phoenix looks to be the last of these X-men films. And Fox is selling off their movie division so who cares?
