"popular vote" refers to the total number of votes by state, but depending on which states you actually win, the number of votes cast towards the presidency will be different. Each state is given a value based on population etc... That is why only '270 to win' was needed.

Think of it this way: if you win a state, you get all that state's electoral college votes, no matter the actual percentage of the vote there.
So if you win every state with 50.1% of the popular vote (that is, the number of votes from people), you'd get 100% of the electoral college, even though 49.9% of people didn't vote for you. When things like this happen, arguments arise.
Hillary probably had more votes from people in total, but because they're all concentrated in a couple of areas, she lost, because more places voted for Trump. The same thing happened to Al Gore.

As the Washington Post actually pointed out, it's pointless to compare the popular vote tallies because of our election process. It discourages people from voting in states that are on lock for Dems or Republicans, like NY or Texas. Why make California a 55-45 race if you know you'll still lose? Especially considering that Clinton is up only by 0.2%, we can't really know how the popular would have turned out.

Popular vote is how many people actual voted for a given candidate. However, the president is chosen by the votes of the electoral college, not the popular vote. When a majority of the people in a state vote for a candidate, that states electors in turn vote for the designated candidate. The issue is this, electors are assigned to states for each congressman the state holds. Every state gets 2 senators and representatives are decided based upon state populations from the last census (currently 1 rep. for about 570,000 people). This means that states with low populations have more electoral votes per person than high populations which leads to these situations.
