The wall is never going to be built. He will probably try to get it through congress and when it fails to get through, he will blame it on that.

On top of this there is a ~$50bn trade deficit between the US and MX, which gives the US good leverage on MX. If the US imposed harsh tariffs on MX imported goods it would do a serious number on MX's economy. Potentially, this could allow the US to get MX to sign a deal whereby they pay the US a, relatively, small amount annually to stave off trade tax hikes. It'd be a small blow for them but nowhere near as bad as a trade tax hike.
