Well you weren’t completely wrong. There are succh things as underwater brine pools that kill all fish who enter it, although that’s more so because of the high levels of salt and solidity of it than drowning.

Fish can actually drown in water that they can't live in. Stagnant water will suffocate a fish. Also, all of a saltwater fish's cells will be swamped with water if placed in freshwater, while vice versa gets you a dehydrated freshwater fish.
Regarding water underwater, that's actually a thing, but it's more of a really dense brine.
