My only explanation is this: he realised the seething anger in the American (and Western) public; and decided it would be better to simply let Trump win, and be ineffectual (as presidents inevitably are), rather than become a martyred could-have-been and have Hillary win under massive controversy and suspicious circumstances. Probably they pulled him aside today and said "Play your little game, but the minute you use your platform to call out what's really happening we do something terrible and frame you for it".

I'd say first and foremost, his plan is staying out of sight. Which he hasn't done terribly well. If perhaps, the race was slightly bit closer, he'd have intervened. Who knows, perhaps he even did. But to do something drastic and risk being exposed is probably not worth it.

It's cheaper, easier and less risky to make sure that both parties nominate your guy in the primaries. Hard evidence of actual vote rigging would bring on the wrath of the plebs.
