Frank is nicer in the show than he's usually portrayed in the comics. He's not necessarily mean to civilians, he's just curt and monotone.

Show Frank hasn't really embraced his role as the punisher. He still considers himself a person and actively cares about other people.

When Jigsaw shows up and murders the people Frank cares about, he'll be closer to the comics.
