The only way to legally swing it would require insane work. Mayyyybe if there was an Amendment. Most likely it would take a Constitutional Congress which hasn't been called since we adopted the current Constitution. It takes a ton of states to call one, and they'd have to agree to let states leave. It's never used since there's no oversight, a Constitutional Congress can change -anything- in the Constitution, that they can agree on.

So basically it'd devolve into a Civil war, unless we just say, eh, fuck it.

If this happened, which it obviously won't because of the hurdles involved and the fact that only a tiny minority wants it, the newly-created California Republic would immediately become America's closest ally and would sign treaties guaranteeing economic cooperation and freedom of movement for citizens.

Its not that California couldn't succeed, its just that being a country is a VERY expensive proposition. Lets just assume that the US federal government doesn't stop it (a very long shot). Cali gets 54,827,525,000 in federal aid. Its state base tax rate is 7.5% - among the highest in the nation. So of they leave and want to continue funding existing programs - not counting new shit they will need ( like mail and defense), They will have to replace the federal kickback PLUS take on new taxes.
