If you applied the same to say, Wales or the North of England, you'd get a similar result.
The Scottish parliament isn't allowed to deficit spend, so the 15bn figure arises through insufficient tax revenue (mostly controlled at Westminster) and "excessive" spending in areas outside Scottish control (i.e. their population share of defence spending or such.), so ultimately it's meaningless while Scotland remains part of the UK, unless you want to abolish all regional subsidy in which case the Northeast, Wales and NI are fucked far more than Scotland is.
