In American organizations there will often be formal groups tailored to racial/ethnic/religious minorities. Being a part of said minority group isn't required for membership, but obviously most everyone will be. This can be a social club, like a Muslim Student Association at a college, or a group with larger goals the Black Congressional Caucus in American government.
In this case it's a group within the superhero community. They're meeting up because War Machine had just died.

What I want to know is, we're all supposed to be the same race, the human race, regardless of skin colour. I don't personally identify with fictional characters because frankly that is idiotic (who the fuck does that anyway?), but whether black, white or asian it doesn't change my enjoyment of a movie unless the colour of the actor's skin suddenly matters for political reasons.
So why do black movie-goers need black actors in roles to be able to identify with them? Can't they identify with a character that isn't the same colour as them?

Falcon, Cage, Misty, War Machine all make sense. They've been around for a long time, they're all well known within the superhero community. Storm is a bit of a stretch, but Storm knew Misty and Colleen through Jean and Scott, and by being the most famous female superhero Marvel has ever had...
T'Challa knows most of these guys through the Avengers, but there's no reason for him to be there. Head canon he's just there for Storm.
Blade dealt with race issues in the 70s-90s, it's easy to see him joining a group like this, and equally easy seeing him blowing them off to deal with vampire shit.
