Make it legal to possess and grow, but illegal to buy anywhere else than state owned dispensaries, then crank up the price. Make seeds legal and allow 3 plants in a household per person over 21 living there. Encourage people to grow it themselves, but if they're too lazy for that then they can buy it for a markup.

No...not illegal to sell, that's one of many points/pluses to decriminalization. When made "legal" independent growers are forced from having their own crops. When decriminalized, anyone can grow it.
It takes all marijuana laws off the books. No fines, no court costs, no flooding jails and prisons.

My social circle consist mostly of engineers and other STEM graduates, from my time at a technical university.
Maybe half of them smoke weed regularly (weekends, vacations, etc). However they all have a jobs and responsibilities that they tend to successfully.

Without weed today, I'd be lying in bed trying to relax from a chemical process I have no control over. I would probably show up late to work or call out on worse days.
I don't need to pay $300+ every week, two weeks, or month to be on a medication that benefits me only on certain days. If I am mentally ill, it's borderline. My use is like someone popping ibuprofen to ease the occasional headache.
Also, I can drink with weed, not on SSRIs.
