It's called a montage It takes place over quite some time, but is condensed for the audience Mulan does the same thing over the course of a song, the pacing is actually quite similar The main difference between this and Mulan is that there's no big moment where Judy's training thematically fits with the rest of the movie. In Mulan, she learns that doing things differently can often offer different and maybe better solutions. In Zootopia she just uses her small size to her advantage, which isn't really the whole point of the movie.

Basically this. Judy excelling at her training is more just to establish that she is incredibly qualified for her job and that she worked hard to achieve it. It more sets the tone for the prejudice tone of the movie. She wasn't completely clueless or unfit for training as it was her lifelong dream, but we see her training herself outside of her required academy time in a montage that fast forwards through the months of academy and she's the super cop she always wanted to be.
The days (or months) of Mulan's training was suddenly put on her after training her life to be a bride. Her becoming competent that fast is actually less believable, but the song makes it more palatable.

I mean, she'd only been in Zootopia for a day when she started, parking duty would both give her a chance to get to know the city, and give Bogo a chance to see if she could follow orders (which, given the fact that she immediately abandoned her post and started a chase that could have killed dozens of people in Little Rodentia, proved she was in no way qualified to be a real cop).
I'm not saying Bogo was 100% in the right, and there was certainly some bias in his decisions, but they seemed firmly rooted in Judy getting her assignment to the ZPD because of affirmative action, rather than her own merits.

You have modelers and designers working separately from the animators.So you can have a dedicated team putting all the time and effort into little world building aspects of things like this. I literally just watched this last night, and I'm pretty fond of it.
I personally thought the pacing made a fair amount of sense, since the first part of the movie was spent establishing Judy and her background, as well as the world the movie takes place in. The whole mystery aspect was done well, since little clues were being left here and there to keep you interested while still keeping some things secret. I loved the jokes too, what with all the little references and jabs that Disney took at itself, in addition to the actual banter and jokes between characters
I think they tried a little too hard to incorporate race relations though, since a lot of it didn't translate well.
