I mean, rap is pretty popular worldwide, and American culture is prevalent across the globe in general, so it's not like American rap isn't a big thing in Black Africa. Cuban-inspired music is pretty big in many Subsaharan nations, too. A bit of reggae. And, of course, lots of traditional indigenous music IS still popular, especially in more isolated or rural places.

Given how isolationist Wakanda is, prevalent American pop culture probably wouldn't make a lot of sense. However, much of the audience is American, or comes from places where African-American culture is popular and associated with black people. Most of the actors are from (or live in) Western countries, and I think the majority of the cast and the black production crew were actually American. Black Panther was created by Americans, and published in America. American black culture was always going to play a role in the film.

But Disney has done it for other movies as recent as Moana. They've even done African music before in the Lion King and that was over twenty years ago

No but if you actually pay attention you notice the vast majority of the hip hop in the soundtrack is actually used as a leitmotif for Killmonger, who IS American.
There's really only one exception to this and its when they're in the underground Korean casino and even then you'd expect a place like that to play the current top 40.
