Well there are a bunch of potential explanations, one being that the transitional team was picked by Christie and not Trump anyway. The other, more 25D chess explanation is that Trump allowed those kinds of people to be announced as part of the transition team to appease the party establishment with the intention that Pence, in this scenario his establishment guy turned rogue agent, remove them and lessen the party establishment's ability to take it out on Trump.

Well, the theory I offered there, and its not one I spent long on admittedly, was that Trump knows the party establishment doesn't like him, so he let them do this for him, knowing Pence, the guy they aren't mad at and are probably pretty happy to have there, could be convinced to do the dirty work of barring lobbyist on the basis of the campaign promises, and in doing so shield Trump from punishment by the elements of the party still pissed at him.
