Consider an overtly liberal city like Baltimore. Let's say the overall voter turnout is 25% of registered voters. If the city is 100% democrat controlled it is likely that the polls are also being run by democrats. They could very easily add another 25% of false votes for democrats (a few hundred thousand votes). Only a few cities doing this could swing the popular vote in her favor. This possibility is negated by the fact that, regardless of how many votes are cast in Baltimore, it is still only worth X number of electoral votes.

The fact is it can't be stopped. The next best solution is to limit the ability of any given district or state to affect the national outcome. This is why the electoral college is useful.

The only thing fucked up about the college is that in most states the electors are not required to vote in line with the state they represent. Other than that it is a good system and serves its purpose.
