It is pointless if you're serious with following through. A lot of the time people aren't and just want some attention. That costs time and money.

Because it can be perceived as a threat to others as well as damage public and personal (Not your own) property. We're not talking about you slitting your wrists in a tub. If you jump off a building you could land on someone or wreck a car or whatever. Plus it can easily lead to a panic where more people get hurt. Actions have consequences.

Someone has to clean up the mess.

It's legal and people can kill themselves to their heart's content, but if their method of death inconveniences anyone (such as throwing yourself in front of a train) then that person's family is billed for the expense. That's why most Japanese prefer to die quietly and alone in places like Aokigahara, which are designated "suicide zones" by the authorities, so they won't financially inconvenience their families.

Suicide clubs are popular in Japan, but they're monitored by the police to make sure they aren't being coordinated by a ringleader who is just trying to egg people on into killing themselves for fun.

Also, nets over the ledges of office buildings so that people can't jump on the roof and cause damage or delay traffic on the street below (these are popular in China and South Korea, as well).

Yes. It's to allow the police/other authorities to interfere if they see you about to do it.
Basically: cops can't enter a residence without a warrant unless they see a crime in progress. If a dude's standing on his 20th floor apartment balcony, a cop can go "oh hey that dude's about to kill himself (a crime). I can get up there and stop him, because he is committing a crime."

They actually do a corpse cleaning of Aokigahara once a year to make room for new suicides. The local government used to announce the number of bodies recovered until people began to treat it like a game, seeing if they could break their "high score". They eventually stopped because people were betting on it and gambling is illegal in Japan.

The Japanese perception of suicide is apparently wildly different from the West's. Suicide is seen as an acceptable way to go if you can't contribute anything to society and are a burden on the people around you. Not because people are depressed.
