It's not necessary to believe in a higher power in the sense most people think, but consider the rituals and parts or religion as just a language. And the language, that which some people understand and some people don't, produces power. Knowledge is power.
The language of regular religion channels power in a way that ties societies together, gives reasons to follow the law. Those at the highest may possess mysteries the commoners don't understand, but it's supposed to be organized in a way that benefits all.
