Your IP is used by other people. Tor is good for hiding your real IP from sites, but not to hide your IP from government. Since chances are those that use your IP will do even bigger illegal things.

correct. But they can see you connecting to the tor node. Also tor has known flaws and can be traced if nodes are compromised.
