Tomboys are a novelty because the more a girl tries to act like a boy the more it illustrates that she physically isn't contrasting the sexes in a different light from what we're accustomed to in our everyday social perceptions of gender which typically portray male and female as almost two completely incongruent concepts to one another.
Put simply, the appeal of the tomboy trope is the ability to visually contrast male and female "apples to apples" rather than "apples to oranges". It also has the appeal of making a female more accessible personality wise allowing you to understand and bond with her on a level most typical boy/girl relationships don't allow for.
