Schools, government facilities, and places where law abiding CCW men and women are not allowed to carry. When you reduce the chance of a law abiding CCW man or woman of being on site at the commencement then you are more likely to get a mass shooting.
Also user your false premise doesn't hold water because when a CCW man or woman IS PRESENT, then the shooter is usually dead or stopped before a mass shooting.
