2) Russia uses its nukes and the whole world is fucked

NATO's "big boys" would eventually decide if it's worth intervening when Russia attacks a Baltic country. Sure, that would basically mean collapse of the whole pact, but they would argue if they should lose their people and equipment and risk a potential nuclear conflict over a tiny country in Eastern Europe.

Of EU not really since it's not a military union. But USA and the rest of NATO holding back on retaliation would indeed change the whole game and show that pacts don't matter.
In that case there will be a surge in military spending in the EU countries (in Poland for sure) and a potential EU army may be formed.

NATO and EU are separate entities, although their interests are sometimes convergent.
Finland, Sweden and Ireland are in the EU, but not in the NATO; Norway is in the NATO but not in the EU. All of them are in Schengen (Ireland partially) which is also important when considering border security.
I think it could be otherwise: when NATO crumbles, European countries would want to increase their security in some other way and would form some kind of tighter military cooperation (most likely within the EU frame since it would be the easiest way), and like I said previously, form their own common military.
