The road would be built by companies, communities, and people willing to pay to connect with eachother and trade easier. There is an incentive for this because companies want to trade easier, people want to travel faster, etc.

It ALWAYS comes down to force. The state is a collection of institutions that everyone agrees to submit to precisely BECAUSE if there were no central arbiter to ultimately submit to, there would be a million petty competing little arbiters seeking to make you submit to them, and nothing gets done until we once again consolidate under a new state which will have inevitably arisen from the polygot soup of competing little fiefdoms which would be the natural outcome of any initial attempt at "anarcho-capitalism".
