Bishops can already give priests special permission to forgive it but Francis is extending it to all priests. Bad move either way because it sends the wrong message to those living in sin that it's ok to get an abortion because they will be forgiven anyway.
Also think involving the bishops is a necessity in determining whether the sinners are truly repentent. Priests may now act at their own discretion and can be corrupt easily.

Until just now, bishops had to forgive an abortion, as it was on par with murder. Murder still must be forgiven by a bishop.
