It's totally plausible that somebody in the deep state decided to give him a nudge, perhaps including behind-the-scenes assistance or messing with his mental health meds. Normally conspiracy theories founder on the fact that too many people would need to know, so the risk of it being revealed would be unacceptably high, but in this case that doesn't apply. It could be done with just 1 trusted agent and 1 senior official to issue the orders.
