Not very far back in the past. People such as chris chan would have been locked up for their own good and for the good of society. Psychiatric nurses would have looked after them. Part of the reason society is breaking down is because nobody gives a rats ass about people like chris chan. At least when they were locked up they were looked after. These days they are left to their own devices and can injure or kill others they can do damage to people and can be a liability to themselves.
