I don't doubt that it is true, but you also have to remember that there is no obligation on anyone to actually do a recount if the vote margins are outside the automatic triggers.

Also, it's not entirely correct. Michigan has paper ballots, BUT they are counted by machine. The machine is just a big computer that you feed paper ballots into, it scans them and then a mysterious number comes out the other end - which is supposed to be the tally of votes, but could literally be anything.

It is possible to hack Michigan but there is NO WAY that any computer scientists could have any evidence of that without actually having access to the machine's code or the physical ballots.

Pennsylvania requires

1. A margin of .05 for a mandatory recount

Trump exceeded 1% so that's a no.

2. Prime facie evidence in court

There is no evidence by their own admission. So that's a no.

3. Three individuals per county to file petitions prior to the cutoff.

Well, Michigan already did a recount. Result is pic related. Penn has Trump ahead by 1% or more, meaning a recount won't be allowed.

The alleged "study" does not cite the counting machines. It cites the specific Voting Machines utilized in Wisconsin.

It then says these same machines could be hacked in Michigan and Pennsylvania.

Except Michigan doesn't use those machines.

The numbers they offer as a sign of an anomaly that "suggests investigation" are false too, as shown by Nate Silver.
