The thing is, Russia has a well-developed security apparatus that has been suppressing ethnic dissent going back to at least Ivan the Terrible. Most other countries don't have that because they never needed it.

I had tatars and kalmiks, komi and iakuts, jews and mordva and others in my classes in school and uni and I can't remember a single argument or xenophobic thing that was said to either of them. The chances are people wouldn't even notice you're native siberian or volga tatar if you won't explicitly tell them.
They all speak perfect russian, live according to our laws and respect our culture as well as we respect theirs.
That sounds a helluva a lot different than what OP posted. It sounds like Putin wants easier assimilation with minority groups. OP's quote makes it seem like Putin is some kind of anti-SJW being condescending towards minorities.
