I would prefer the individual countries still having a type of sovereignity yes, but as Kalmar as a greater confederacy with a unifying government, royal family etc.
As of right now i guess stockholm is the biggest city, but choosing a capitol after size isn't something we should do, i suggest either starting a new city, or builiding out Trondheim (Nidaros)
