Have doctors prescribe it less and limit the supply. In addition legalize marijuana if it helps things a bit. Otherwise let them go. 500,000 people will die from it over the next decade. The government wants to commit billions upon billion of dollars to solve the "epidemic". Honestly it isn't worth it. Just let them die.
