The difference between a good and a bad military wasn't as large as today (technological in particular). A bad general could easily lead to his legions being slaughtered by barbarians.

They didn't have the best military. Rome was internally depleted by constant civil war. They also were heavily reliant upon mercenaries. The Western Empire fell because they no longer supplied their own fighting men, and the fighting men they did supply against the Gothic invasion were green and undisciplined, whereas the Gothic armies had been seasoned by the Huns.
The Goths also bribed the Gallic administrators not to take their arms and the chieftains' sons hostage, against the terms the Emperor had agreed upon for their entry to the Roman Empire.
Basically, the Romans went on defense instead of offense and that's why they lost.
They opened their borders and let the barbarians came in as citizens of Rome.
The barbarians didn't work so the welfare gave away bread and they had circuses to entertain.
People who lost their businesses and work due to high taxes gave up and went to get free bread instead.
