i've played the witcher 3 both on pc and ps4 at 60 respectively 30 fps, and i didn't notice a single difference and neither did my girlfriend.

I have a high end pc gaming and I do notice the difference between 30 and 60 fps(only a blind person couldn't notice it).

Most monitors update 60 times per second, so at 60, 30 or 15fps each frame is displayed the same amount of time, but at 24fps 18 frames are displayed for 1/30 of a second each while 6 are displayed for 1/15 of a second.

An anime frame is composed of more than a single cell nowadays. Even if the same cell is used for multiple frames there can still be some form of movement going on.

No, it's not. It's around 16 fps, that's why it's standard for silent film.

Pans and such are usually done at 24 fps and fast motion is often done at 1× even in a show that uses 3× everywhere else.
The trouble with displaying this at 60 fps is that every other frame is repeated one extra time. So 24 frames = 12 even frames + 12 odd frames. This then makes up 24 + 36 = 60 frames.
This causes a motion jitter of 12 Hz which is easily perceptible and very jarring.

60 is 2.5 times as much as 24, so 36 more fps than 24, 2160 more frames per minute, 51840 more frames per 24 minute episode, for a total of 86400 frames drawn vs. 34560 of the standard 24fps anime. That's a lot of potential detail lost when watching 24fps anime.
