Honestly all voices sound too old. I'm surprised so many anons are picking Rie, her voice just sounds too monotone for Takagi's personality. Sure, she sounds decent here, but Takagi laughs an awful lot and I can't imagine Rie being able to pull of the smug-ish laugh.
Ooh wait I just saw the video from and I guess she can pull it off. Nishikata still sounds a bit too deep though.

Katou is a bit older-sounding, and arguably too smug and emotive. Part of the fun of Takagi is how indiscernible she can be, and I think Rie does that better. Like, smug at times, but at others innocent and very childish. Rie is a better pick than Katou.
Still I keep hearing fucking Megumin and it gets distracting.
Knowing the industry though, it'll likely go to Rie. She has a larger fanbase and is more popular at the moment, really blew up a few years ago.
